What works in the draft

Rany Jazayerli posts an interesting article on Baseball Prospectus about drafting college and high school players. Hurry up, the article is only free until the 3rd.
However, I have a few questions about this article. It gives high school players only one extra year versus college players, which makes no sense. Jazayerli creates a bias towards college players, giving them more major league seasons and more years in their prime in the study. I have no idea with how he came up with his cutoff dates, but it seems to me that his methodology is seriously flawed.
